All non-EU international students staying in Italy for more than 90 days must apply for a Permesso di Soggiorno per Motivi di Studio (Residence Permit for Study Purposes) within 8 working days of entering the Schengen area.
Step 1: Pick up the "Kit Giallo" (Postal Kit)
Go to a main branch of Poste Italiane that has a Sportello Amico window (such as the branch near Porta Susa station or Piazza XVIII Dicembre) and ask for a free Kit per il Permesso di Soggiorno (often called the Kit Giallo or Yellow Kit envelope).
Step 2: Required Documents Checklist
- Modulo 1 (Form 1) completed in black ink.
- Photocopy of Passport (All pages containing stamps, personal details, and student visa).
- Proof of Enrollment / Acceptance Letter from Politecnico di Torino, Università di Torino, ESCP, or SAA.
- Proof of Financial Resources (Bank statement showing min. ~€6,000/year or official scholarship letter from EDISU Piemonte).
- Proof of Health Insurance (Receipt of voluntary enrollment in SSN Tessera Sanitaria or private insurance policy like W.A.I.).
- Marca da Bollo (€16.00 duty stamp purchased at any local Tabacchi shop).
Step 3: Post Office Payment & Submission
Bring the unsealed envelope and your original passport to a Sportello Amico window at Poste Italiane:
- Permesso di Soggiorno Electronic Card Fee: €70.46
- Postal Service Fee: €30.00
- Registered Mail (Raccomandata): Paid at the counter.
CRITICAL: Keep the post office receipt (Ricevuta Poste Italiane) safe! This receipt, along with your passport, legally permits you to stay and travel within Italy while waiting for your appointment.
Step 4: Questura Appointment in Turin
The post office will issue an appointment slip (Lettera d'Appuntamento) specifying the date, time, and location for your fingerprinting session (fotosegnalamento) at the Questura di Torino (located at Corso Verona 4 or Via Santa Chiara).
On your appointment day, bring 4 identical passport-sized photos, original documents, and your post office receipt.
Tracking Status
You can track your card status on the official portal: questure.poliziadistato.it/stranieri/ using your 12-digit file number or postal receipt code.
